According to The Hollywood Reporter, the movie no longer has a release date and very likely will not be released in theaters. This of course refers to the US market, but may or may not be true for worldwide.
The studio decided to pull the plug a month ahead of its release date due to a scathing article from Rolling Stone about his recent troubles - abusive to ex-wife Amber Heard and also the alleged punching of and then firing of a crew member from the set of City Of Lies.
Hence, marketing for the movie has become difficult and consequently the studio may just let this go straight to TV. The original release date was 7 September 2018.
It's quite unfortunate as this really looks interesting while Depp really looks like he is acting instead of just putting on makeup and acting over-the-top. What has happened to one of the greatest actors of our time?
