Marvel Studio's president Kevin Feige doesn't make announcements lightly. Apart from the rare oddity of Inhumans being pulled from their previously announced schedule; when Kevin Feige says something will happen, it will happen.
In an interview with Deadline recently, Feige said, "... I would say certainly the one creatively and emotionally that we are most committing to doing is Black Widow."
Obviously it will be Scarlett Johansson playing Black Widow. And for Feige to pick this character out of the many characters he can mention from the Marvel Cinematic Universe, it may be further along than we realize.
Plus with so many movies coming out, no fans out there is still holding out hope that we're getting a first solo movie from one of the original MCU Avengers members. Other than another Hulk solo outing, everyone else is looking forward to who else Marvel is going to bring to the silver screen. So there's really no reason for Feige to bring this up again.
While I'm still holding out hope for an Inhumans movie to come after 2020, Marvel has already confirmed two more female superheroes to appear in the coming years. First one will be The Wasp sharing the movie title with Ant-Man and arriving on 6 July 2018, and the first female led superhero movie from Marvel will be Captain Marvel on 8 March 2019.
